This appears to be the same Greek affiliate marketer that brought us govgrantsreport.com and grantsreport.net, which also look exactly the same.

The WHOIS info is a little different, with a different e-mail address and contact address.

He promotes his affiliate-to-scam landing pages via Google Adwords (which is the only PPC ad provider I checked, BTW). As of April 2nd 2009 he still pays for premium placement at top of the Google search results sponsored listings (search was for 'grant scams'):
