This site appears to have been up and running for quite a while now with steady traffic of about 200K visitors per month.
The trend is upwards due to increased PPC ad spending, I guess. They link to two grant scam sites that are run by a foreign entity (Pasig City, Philippines based JRS Media Solutions), and one grant scam company from the US - one I had not seen before so that's a good catch for this blacklist.
